94 XJ Country 4.0 with 123,000 miles
Two problems: 1. belt chirping- pulleys appear true nothing significantly off but belt started chirping. Not sure how old original was so i replaced it with Gates. 4 months later chirping is back. Never squeals, tension is correct. 2. transmission sounds somewhat of a whining sound all of a sudden. Not horrible but I can hear it. Suggestions greatly appreciated.

1. The belt on the 4.0 needs to be pretty darn tight to stay quiet. Oftentimes after installing a new belt and driving it for a short while, it needs to be tightened up just a smidgen as there is a little bit of stretch that can occur. In fact, I have had to re-tighten every serpentine belt I have installed on my 99 XJ.
2. For any transmission symptoms, gotta start with the basics, like fluid which is the cause of many transmission issues.
A. Is the fluid at the correct level on the diptstick with a hot engine and transmission fully exercised?
B. What is the color of the fluid? Should be red.
C. What is the history of routine transmission fluid maintenance? IE: When was the fluid last changed?

Clarification - is this an automatic or manual transmission?
As far as the belt goes, get yourself a Continental Elite "Gatorback" belt. The part number for a 94 with AC is 4060975 if I'm not mistaken. Amazon has these for about $24 and they are freaking amazing belts. When you're doing it before putting the new belt on, rotate each accessory pulley by hand and make sure they're truly smooth. The idler pulleys on these are frequently in need of replacement.
If you don't have the proper belt tension measuring tool, you can guesstimate the proper tension by grabbing the belt about 4 inches or so left of the PS pulley and twisting it. It shouldn't be "twistable" past 90 degrees. If it is it's too loose.

I my 95 after changing every component over the years and a couple of belts later, one day i noticed the harmonic balancer although it's looks fine it was coming out a little bit. No belt chirp after that. Good luck.
