There are two holes in the harmonic balancer, but no zero mark for TDC. Do the two holes serve the purpose of a mark?

The marks are there. Look more closely. Ignition timing is not adjustable BTW.

Holes are there to balance the HB. The timing mark is actually like a small cut in the back side. Some HB's dont have a timing mark on the front side so it might be hard to see, espeically if it's under the gauge on the timing cover.
