Should ECU to Sensor wires be constantly showing 6 volts unplugged?

Default Should ECU to Sensor wires be constantly showing 6 volts unplugged?

So, in trying to track down my no start\no rev wiring problem, I've noticed that many wires that go straight from the ECU to sensors or relays have 6 volts running though them when not in use.

For example, the output wire for the TPS that should have 0.700 to 4.00 volts shows 6.00 volts when I unhook the pigtail from the TPS, but shows the proper 0.7 to 4.0 when it's hooked to the TPS.

Same thing with the wire that goes from the ECU to the Auto Shutdown Relay. It shows 6.00 volts until I try cranking it, then it shows normal voltage.

Is it normal that these wires the ECU is using to get data are showing 6.00 volts when not hooked up or when not having signal fed to them?

Numbers 57 and 22 on this diagram are the ones I refer to in this post...
