RPM issues with A/C on.

RPM issues with A/C on.
Been trying to search for my problem, and cant seem to find anyone with the same problem.
I drive a 99, 4.0l, 5 spd. 2 door.
Now that the weather is getting warmer, I have been using my A/C again. It is charged properly, and will freeze me out if I leave it full cold. Everything operates as it should when the system is on, and I do not have Idle fluctuation or roughness at idle. What I do have however, is while driving, on occasion, if I am decelerating the throttle does not decrease. Making me fight my brakes a little or making down shifts useless. Sitting at a stop light my throttle will jump up, not creep or search, but jump to a steady higher rpm. It takes me turning off my A/C for it to calm down, or sometimes, just blipping the throttle. Thanks for any help!

The whole TB may need cleaning.
The IAC is supposed to adjust the idle RPM with AC on.
