So I have the bleeder screws for my XJ. They were stripped, and I bought new ones. I installed those, and even those aren't really turning the way i would hope. The 10mm wrench is too big, and the 9mm seemed too small. I used a 3/8 wrench which is in between the two.

It's still threatening to strip the new screws. the 3/8 socket doesn't, but I can't do the bleeding with a socket instead of a wrench.

Does anyone have any suggestions? For the record, I also bought a new wrench set. Still not a professional level set, but it isn't the el cheapo I had before.

You are using flare wrenches? The bleeder screw is rounded off or the threads are stripped? If you have new cylinders/calipers and screws you should be able to turn them by hand. Were they cross threaded somehow?

I'm sorry. Once again I use imprecise language. The screws keep becoming rounded. They go in fine. I tighten them. Fill the system with fluid, get ready to bleed them and they won't loosen.

It doesn't feel like I'm just tightening them too much. Is it something where they really don't need to be that tight to prevent backing out during driving?

I prefer a 6-pt socket to loosen and do the final tighten, but while bleeding you just need to open and lightly snug them. As a tip, smear some anti-seize on the threads. Not only will it help get them loose later, it will prevent sucking air past the threads when bleeding them.
