Went ahead and took the NSS out looked pretty gross in there so hopefully this is the cure all now that it's all cleaned up, I have yet to test pin 30 and 87 i will try to test tomorrow if when I put the NSS that doesn't work.

So I tested fuse 19 in the kick panel I get 12v with key turn. Starter fuse (30amp) in pdc gets 12v. The relay gets 12v at pin 30 and pin 86 30 is constant. When I tested resistance at NSS connector in park it was good reverse was good but neutral tasted no good

when you turn the key to start do you get power to pin 87 on the relay? if you do then you have a broken wire somewhere between pin 87 and the starter solenoid. If you don't get power at pin 87 check that you have ground at pin 85. Hook your test light up to the positive terminal of you battery and touch the tip to the socket where pin 85 would plug in and it should light up in park or neutral.

Well I finally figured it out, the 87 pin was pushed down and out of the PDC so wasn't connecting to the relay shoved it back in there and.... it cranks!

I can jump 87 to 86 and start up with the key. Nothing from 30. I just tried the NSS bypass but that still didnt do the trick. Already replaced ignition switch, starter, battery and relay. Not sure where to turn next.

For diagnosing starter circuit faults, I have a kit that consists of a test light and several long homemade cables with alligator clips on the end, & a few safety pins,,about $10 all up
A multimeter is NOT the right tool, as it can show 12V at micro-amps, or continuity when the connections are FAULTY to pass sufficient current

Now look for 12V burst when you turn ignition key to run, work backwards from starter solenoid, relay output, relay input, ignition

That 12V pulse must be found, you may have bad wiring, connectors, components

a pin can penetrate a wire plastic if you need to...seal the hole with a dab of nail polish or superglue

Did you check the fuse? On a 98 it would be fuse 19 probably the same for yours. would be in the junction block, I think that would be inside the vehicle. It's a 10 A fuse.

Drewcevus what did you ever find? Out of nowhere I’m having the EXACT same issue as you and have ruled out all the usual culprits.

The crazy thing, if I put 12v to the yellow wire ignition harness pin, the starter starts hitting. However, when I hook the switch back up and turn key to start, nothing. Brand new ignition switch, the plastic pin is not broken.

Test light test on starter relay for NSS shows it’s working as it should when testing shifter gears. Checked every single fuse in kick panel and PDC. Tried new starter relay.

I’m chasing the relay pins now. I have no voltage to trigger wire on starter solenoid.
