No 2nd gear

No 2nd gear
I have a 1998 jeep xj. Completely stock automatic AW4 transmission. My xj has 183k on it. I've replaced the TPS sensor, the TV cable adjustment. It feels like the XJ is skipping 2nd gear and going straight to 3rd. When i down shift, it down shifts hard, and when i up shift it feel like it goes hard into third.
I drained and replaced the transmission fluid, the fluid seemed a little dark, but not much. I carefully put back 3 quarts of synthetic Dexron 3 fluid. The level checks out on that, not overfilled nor is it under filled. From what i understand the AW4 doesn't use vacuum lines to the transmission? i do have the common vacuum leak with the a/c when i push hard on the gas it goes to the defrosters. Any ideas? please help. Today i decided to take the TPS sensor back and get a new one, replaced it correctly and it still does it.

Engine: 4.0
Well on my 98. If I put it into 1-2 it will rev to like 4600 RPM then shift super hard into 2nd. Dosent matter how far I push the pedal it shifts hard.
