Continued progress.
Found that the CKPS was missing the upper bolt, bought a new M7-1.0 x 20mm bolt and installed it.
Saw how bad the 02 sensor wiring was, looks like it was ripped off on the engine side of the plug at some point.
Fixed that all up.
Still had codes if I removed the chassis ground from the sensor loop.
Ran a wire from the sensor loop splice to the pcm plug, issue still there.
Hooked the chassis ground back up and attempted to crank with bump switch while standing under the hood.
Checked for spark by removing plug, no spark.
Checked for power to coil, was present while cranking.
Ended up being that the ignition coil plug socket for the green/red wire was pushing out of the plug.
Replaced the plug and it runs again.
Runs great.
But will only do so with the chassis ground attatched.
So far I'm only out the cost of a new bolt.
It bothers me that the pcm won't take care of business and ground its sensors.

Have you checked that pcm ground with your voltmeter to see if it is hot? Also what you can do is cut it close to the pcm and then check the engine side to see what it's doing. Anything other that 0vdc+/- .1 would give you a clue where it is shorted to.

I'm not getting any type of voltage out of the pcm wire.
I cut it off about 6" from the pcm plug.
Won't light up a test light either.

What I am interested in is, what is the voltage on the engine side of that wire you cut, with it disconnected from the pcm AND with your patched in ground disconnected.

Yeah. Well if it's high, about all that tells is what it might be shorted to, 5 or 12 and then you can poke around and watch the meter for a drop if you find it.. If it is high, its flowing mucho current when you ground it. Diagram helps.-
