Here's an update:
Driving around town at normal temperature doesn't seem to effect the pressure. It does go down to 10-ish when i take long highway trips (30 min or more) and then stop. I dunno what this points to but it has to mean something...

hey muddeprived once our weather clears we should meet up for a wrenching party sounds like you need an oil pump and i need a clutch.
