Default Jeep hesitating and stalls

I have a 99' with 138,xxx on it. When I start it and take off around 30 mph it will bog down and rpms drop if I step on it it works the hesitation out of it. Then when I start it up no matter if its cold or warm same thing. I have already put both o2 sensors in it. I'am kinda leaning towards some sort of fuel problem. I also have a code 1494 for leak detection pump checked all evap lines and changed some rubber boots still coming on do these pumps go bad?

yeah it sounds like either fuel injectors or the fuel filter is clogged up. and it does run like you can drive it rite?
