I do know that the wiring connection for power seats is there in a non power XJ. So it stands to reason that the connections for power windows and locks would be there as well. As far as a parts list goes, I can only think of the actuators for each door and the switch for each door. Someone else may chime in with additional parts.
Oh, and of course the fuse and possibly a relay.

The actuators would be the actual mechanical part inside the door that operates the lock. The relay, if it would require one, will most likely be located in the relay box under the hood. I have a 91 with power locks. I will check for a relay and it's location and shoot some pics. Will post them shortly.

I did not see a fuse slot dedicated to power options or a dedicated relay either. You may want to consider doing the power upgrade to the windows as well. The lock/unlock switch is incorporated with the door release handle which also has the power window switch. If you could get donor doors from the jy and swap all the internal parts (since you just repainted your XJ) you could do the full power set up.
This a pic of the master control switch in my 89, it is the exact same as the 91.

all you need are the actuators, switches, and the "brain." actuators can be had for cheap online (the universal ones work). the brain will be tucked away in the lower driver's side kick panel with all the wires from the master switch connected to it. no need to pull all the wiring if you feel confident running them yourself. its pretty simple of a system, I pulled my "brain" out when I went doorless. Funny... bc i didnt know i had power locks til about a yr after I bought the jeep and found a bum fuse looking for something else, and BAM the doors locked
