Kitsap, The low volts on your gauge would indicate me that your alternator is beginning to fail, easpecially since you are seeing it when driving down the road with the engine and multiple accessories running.
The fact that you can't pull your sparkplug wire boots off the plugs really disturbs me. If you have corrosion that bad at the plugs then you probably have it at the other end of the wires as well...I.E. where the plug wires connect to the dist cap and most likely corrosion on the coil contacts and coil wire or even inside the dist., as well. Corrosion at any of these points I've mentioned can put a tremendous extra load on you electrical system and cause the problems you are having.

97 jeep xj intermittent loss of power
Have 97 Xj 4 liter automatic 4 wd, according to dealer jeep had cracked exhaust manifold and downstream o2 sensor bad. have replaced: Exhaust manifold with edelbrock header, replaced stock air box with k&N cold air intake, BOTH o2 sensors as well as previous plugs, wires, cap and rotor tuneup. Replacing coil, Issue is intermittent and no specific pattern, and may only occur once in a few days. but is frustrating as not able to pinpoint cause to get resolved. All gauges and electrical still operational when loss of power occurs. Have tried numerous brands of fuel system fuel injector cleaner, no real change to correct issue.
Unable to replace fuel flter as some gomer in Detroit felt to put fuel filter in the tank. What a moron he she was.
Any suggestions would be helpful.
Wondering if could be caused by throttle position sensor? Unable to locate via google troubleshooting throttle position sensor as not producing codes for obd 2 to pick up.
Any thoughts or ideas appreciated
