Default help me

I have question I have an 88 cherokee that I drove around my property then parked it to work on it now I can not get it to start I have spark cause I poured gas into the intake and fired up till the gas of course was all gone I do not hear the fuel pump yes I did replace the pump with a brand new gmb pump that I tested before I put it in I am stumped I'm not electronicly enclined I have no idea what is going on I have tested the crankshaft position sensor and I'm getting 204 ohms of resistance it is working good cause I have spark I don't know what else to check also It sounds like the fuel pump relay is clicking on then it goes off I have swapped the three relay around and nothing has changed I went to the back by the tank and tested the power to the tank one of the wires with the key on is almost seven volts which I assume is for the fuel gauge cause when you unplug the connector the gauge goes way above full and when you plug it back in it goes back down to where it was any help would be awesome so I don't have to take this thing to the shop

Can't believe I made it through that run-on sentence, but check to see if the ballast resistor might be bad. Okay to bypass it if necessary.
