Headlight Voltage

Headlight Voltage
I just added some driving lights that I wanted to turn on when the high beams are on. I tapped in to the high beam wire at the plug where it plugs in to the headlight. I got out the multi-meter to make sure I had the correct wire for the high beams. When I tested the wire it was 10 volts at the plug. At first I thought maybe my battery was low. I checked the voltage at the battery and it was about 12.5 . Does anyone know if the voltage is intentionally stepped down to the headlights or do I have some bad wiring somewhere?
I checked the voltage of the 40 amp fuse for the headlights under the hood and it was 12.5 volts.

I feel the switch again and of course its hotter than a firecracker. So im gonna run the fog lights on a seperate circuit in hopes that it was drawing to much amperage and frying the switch. I pray. Cause if that aint the problem then I have no Fing clue.
