Default Getting out of 4 wheel drive please help

Recently with all the snow around my parts Ive been using 4 wheel drive alot. When in 4 wheel drive full time it runs great but when I try to shift back to 2 wheel drive there is a problem. It feels like its getting stuck in between part time 4 wheel drive and 2 wheel drive. When I try to turn it feels like the axles are locked up. Sometimes when I throw it in reverse and backup a little bit it seems to kick in but that hasn't been working.

Has anyone had this problem or know what could be causing it?

I have a 1999 Cherokee Classic.

Thanks

I would check your transfer case fluid level and take it from there....
