Default Fuel Problems

Ok. When we bought my girlfriend's '89, the fuel pump had been replaced from what I was told. It had been parked for a while and still had bad gas in the tank after the pump had been replaced. We siphoned out as much of the old gas as possible and replaced the fuel filter. When I replaced the filter, I tried to relieve the pressure on the fuel rail and nothing happened. There was no pressure. I continued on anyway and took it for a drive afterwards. The fuel pump has been making a humming sound from day 1. When I stopped at the store, I came back out to crank it and it didn't want to crank. After forcing gas by holding the pedal down, it finally cranked. Now I have to do that everytime. Since the pump is making a humming sound, could it be bad already. I don't know that the previous owner changed the strainer when he changed the pump. He definitely didn't change the filter. I'm thinking the pressure regulator or the pump is bad. What do you guys think?

im haveing the same problem with my 88 cherokee i put in a new fuel pump,filter and fuel regulater.it will run for about a min.then it stops.then i check to see if the is any fuel in the fuel rail and nothing is their.so im going try and get a new pump just to see if thats the problem
