chipped key question

chipped key question
I have no chipped key for my 2000 xj (i lost my only key after having had it for 7 years, didnt even know it was chipped...).
I have the VIN, ignition number, and chip PIN# along with a non chipped key that works, but the SKIM kills the engine if i start w/ no chip.
With that info, can anywhere program me a chipped key or am i boned and am going to have a locksmith come to me?

dealer needs the vehicle at their shop to make a key, but i cant even get it there to be groped.
A locksmith can come to me and do it, im just curious if i can provide all the trasnponder info to someone and have them make a key(?). The dealer mightve given me all the info for free, just trying to use it

I think the DRBII tool is required to program the key(s) but a locksmith can cut them.

a locksmith is going to come and program a new key for me. He normally obtains the PIN# and other info from a dealer for $50, but i guess if you ask nicely the dealer will help you out and save you some money. Its going to run me $140 for 2 keys ($20/key, $100 for an hour of his service) then i will program some cheapo blanks and have all the spares!
Unfortunate you cant use the data w/o the expensive DRB scanner...bleh.

update:
Locksmith came to program some keys for me; but he cannot program them because the jeep throws a NO BUS code on the odometer (never saw this before). It starts for a few seconds, then dies (the SKIM thing) so i cant even start it up to check anything. The battery had died a few days ago when i left the dome lights on looking for the keys in it...could this code be caused by a low battery? Frustrating.....any advice is much appreciated.

it was blocking him out completely so he couldnt even program a key (scanner was giving him an error report). I would like to start it to diagnose the no bus thing, if thats what is preventing him from programming a key. I cannot get it to replicate the no bus thing now, it only did it when he hooked his reader up...

Try hooking up your code reader/scanner and see if it triggers the NO BUS. If not, see if you can get any codes.

Here's all the modules on the CCD Bus and a pinout of the DLC. Below.
You can check the health of the CCD Bus using a digital Ohmmeter and Voltmeter.
With the battery NEG post removed, probe pin cavities 3 and 11 using the Ohmmeter, set to 200 Ohms. You should see 60 Ohms. If it reads 120 Ohms, one of the termination resistors is off line.
Reconnect battery.
Using your Voltmeter set to 20 VDC, turn ignition switch to ON/RUN but do not start the engine.
Probe pin cavity 3 (+) probe and pin cav 4 or 5 with the (-) probe. You should see around 2.5 volts. See pic below for limits.
Repeat test probing pin cav 11. 2.5 volts should be seen.
If any voltage if way off spec the protocol is to start disconnecting modules to see if the voltage comes back to spec. The SKIM is probably doing it (?).
If the resistance reading is 120 Ohms, the instrument cluster or the PCM is at fault. Or the CCD Bus wiring is screwed up.

hooked up my scanner, did not get a no bus error. Only code it threw was p1694 , which it seems could be just about any bad connection(?). I will check the health of the CCD bus sometime this week to see if there is anything at fault there.
