cherokee heat problems

cherokee heat problems
Its the time of the year and its freezing guys, my heat doesn't work. I'm not sure where to troubleshoot for the problem. Could you help me out and tell me where I should start?
i did some research and hopefully this will pinpoint where to check for the problem??
my electric fan DOES work (jumped it off the battery to test)
my A/C does NOT work.
i believe all my vacuum tubes are not leaking (while driving engine heat is flowing through into the car)
i replaced ALL of my relays.
i double checked the fuses under the hood.
