Battery Drain, PLEASE HELP!!

Battery Drain, PLEASE HELP!!
I have a 91 Laredo and there is an electrical issue somewhere. Even with the key turned off and out of the ignition, the battery still draws power somewhere in the vehicle. I disconnected the negative side of the battery and used a multimeter to start checking the fuses to determine where the problem is... the problem is that only two or three circuits are good, all the rest draw power somewhere when the fuse is in...
Could this be an issue with ground? An issue with the ignition switch? An issue with the fuse block itself? Im am lost guys and I am tired of disconnecting my battery everytime I park to avoid draining my battery!
Please Help!! I am new to Jeeping and want to give my new toy a lift and get to wheeling but I need to get the vital things fixed first! Any ideas?!?!

yeah I have disconnected the battery while it is running to be sure it is not the alternator, that runs fine. The milliamp draw is .17 with everything off and the key out of the ignition. I have literally taken all the lights out of the cab because I was redoing my headliner anyway. So it couldn't be a cab light either...
Completely lost here =/
I also have voltage readings for every fuse individually. I made sure to document the numbers when I was checking the circuits last night.

Just to be sure those that are drawing power are meant to be powered at all times, which ones are they? Some circuits are supposed to be powered at all times, like the PCM, or an alarm. A stereo that was wired improperly will do the same.

What scale was the ammeter set to when you did the measurement?
Does the battery completely discharge? If so, does it take hours, day, weeks?
If you indeed measured the current draw with the multi-meter in series (between) the disconnected battery cable and its battery post with ignition off, doors closed, no accessories on and it does turn out to be 17 ma., i'd start checking the battery out.

I'm not expert, but I read somewhere the most parasitic battery drains stem from the alternator. If you are 100% that the battery, and alternator are good to go, then what I would do if it were mine, is every day/night when I was in for the evening, I would unplug a fuse at a time. When you can crank the vehicle the next day, you have the culprit.

Power seat?
My 91 has power seats on both sides. the switches are crap, and will stay powered on until the motor overheats. then it shuts off for a few minutes. then powers back on, ad infinitum.
