i looked into these myself but settled on the silverstars and am happy with them. the problem with HID'S is most kits dont have High beam so you will have to swap them back out for inspection.

YES they do make HID kits for HI/LOW beams. They are called Bi-Xenon HID kits. They usually cost more but what you would be looking for is an H4 bulb kit. Just ordered an H13 (also Bi-Xenon) for my girlfriends car. If I like the kit I will be getting it for my Jeep Cherokee. Looks like you will need the H4 conversion but that's not expensive for just the lenses. Heres the place I just ordered from:

Quadratec has a whole section on this in their XJ cat. There's a few diff companies making these things, starting out around $80. Sylvania also makes a few direct replacement sealed beams for these things too...

I know about the bi-xenon that is what I will be looking into. I just wanted to know if anyone on here was running them and what they thought of them in the XJ.

Yes - Been running the only (to my knowledge) DOT legal HID 6054 conversion on my XJ for about 5 years. However, they are no longer available and I wouldn't recommend them unless you also ran supplemental (DOT) lighting to enhance the weak areas of the 6054 HID's.
Sylvania 6054 HID conversion came with HID low beams and H4 high beams. I believe the temp was around 4100k.
Sylvania also made great little HID fogs. The kit was the 1010 with a 5400k temp. Used in conjuction with the 6054 creates a nice match.
I posted a full review of the 6054 under this thread, way back in 2003.

my 9004 HID kit from ebay ran me a total of $43.50 shipped.. its a 5000k kit that also has a halogen High beam, the lowbeam HID is far brighter, but if you have inspection this kit should be good enough to pass!..
H4 and 9004 have a Hi-low HID/Halogen bulb setup (two bulbs per socket) that is NOT bi-xenon.. for $75 on Ebay you can get a Bi-xenon HID kit, that his HIDs low AND hi beam..
I know, most people think the Ebay stuff is crap, but at $43.50 i can order 6 sets for the cost of a name brand kit! to top it off the company i bought mine from, offers a warranty on the ballasts, and new bulbs are like $15
