It seems like that was the installed cost, IIRC.
Since the Jeep wasn't my daily driver, I decided I did not need a 36/36 warranty. Instead I shipped the engine to City Motors in Dallas, TX. I think they charged me $1000-1200 including shipping to rebuild the long block. They offered a 12/12 warranty. The most I could get locally was 30-90 days to six months max. Local shops were higher on the rebuild price, too.

$1200 shipped both ways for a rebuild seems like a good deal.

I own a tire store but don't do mechanical work. There is a shop up the street that has 5 mechanics that I used for work I couldn't do or have time to do.
For what it's worth, Gas Monkey Garage also used City Motors on occasion. The show came on after I had engine rebuilt.
After the rebuild, the engine ran strong. But I apparently had a defective head from my core that I sent in. The engine was still running too warm after the rebuild. City Motors built a replacement head and paid the labor to have it swapped out. That head was a good one.
My head had been checked by them. But I think that sometimes heads have hidden internal cracks in them that even Magnafluxing won't catch.

Alright so it sounds like I might as well go for a new engine. Junkyard engines are out of the question for me, as well are local shops. I live on an island in Alaska, my options are extremely limited. It's ****
So who sells a motor that's going to bolt up to my 01?
still having trouble finding something that'll fit, my lack of knowledge on swap-ability is holding me back quite a bit
I'm also not apposed to a stroker, if it comes close to budget

What's your budget? A crate stroker (that you would actually want) will run you $4,000 to $5,000, plus you'll spend some extra on throttle body and injectors. You can also buy a stroker kit and either have it built or have your block machined and build it yourself. Recently people on one of the Facebook XJ groups were talking about an engine builder in California named Russ Pottinger who puts stroker kits together and seems to have a great reputation as an engine builder, but I don't know what he charges for a kit. You can find him on Facebook.
Being unfamiliar with Alaskan islands, I apologize if this is a stupid question: Do you have an Advance Auto there? If so, they actually sell remanned stock 4.0L motors that you can order through the local store.

Just my 2 cents here. Before I went out and spent 2k-5k on a motor I would want to know if the motor has been damaged by the coolant in the oil. The motor only has 96 or 97k miles on it. The OP recently purchased it, so it is unknown how many miles it has been driven with the milky oil, unless you ask the previous owner and he gives you an honest answer. At the very least i would get the oil analyzed, they can tell what metals are in the oil to give you a clue if something is prematurely worn. I think it's worth the $25 investment to do at least that. A new cylinder head, head gasket, and bolts will cost about $600 shipped to your door. Beats spending 2k on a motor. Just my 2 cents--I'll shut up now.
