As well, the fuel pumps are fairly easy to install but you need to drain your gas tank . I'm not sure on a '91 if the pump is on the side or top of the gas tank. On the '87 and '88 that I have, you don't have to drop the tank to put a pump in. On later models, you have to drop the tank. Again, it's not hard but if you don't do much work on vehicles, watch a few you tube videos get a grasp on the amount of work involved.

There's a youtube video that shows the procedure. You may want to take it to a garage. You have to determine why it came off in the first place. They don't normally just slip off (you actually need a special harmonic balancer puller to remove them) and then another device to put it on properly. If you buy a new balancer, most autoparts places will loan you those tools but I'm not sure how mechanically inclined you are.

For the fuel pump it looks like it is on the side of the tank (see attachments), it is a steel tank. Could there be rust blocking up the filter? would this cause low pressure?

If the bolt is missing for the balancer, you're going to need that. Did you check youtube for the videos? It can be done in the engine bay but it's tight. If you had the RAD out, it gives you more room.
As for the fuel pump, I thought you replaced the fuel filter already but you have low fuel pressure. If you have a clean filter and low fuel pressure, your pump is probably shot. Putting in a new pump isn't hard. You have to undo the fuel lines and spin the lock ring to remove the pump. I would watch some videos on that too.
There's lots of good posts for fuel pumps. See what brand you have once you remove it and get the same (Bosch or Carter are the typical brands).

I did watch a video but it was out of the bay, it appears that from the bottom there will be enough space to turn a large wrench, if necessary I will remove the radiator.

On your very first post, you said you were worried about water and bad gas in the tank. If you are that worried, drop the tank, take out the pump, and look inside to see what it's like inside. I still have the original tank in my Jeep. There was some crud in it but there's a screen on the fuel pump for the nasty stuff.

I did siphon the gas and did not notice any debris in the old fuel, so I bet the tank is probably fine like you said.
Well it appears that I know what I am doing this weekend, any recommendations for that bolt?

Wow judging from those pictures that fuel pump looks like it's been in there since 1991 might as well just do it you will have to do it eventually. I would buy new hoses too. Our 92 yj had a clogged cat converter and the symptoms were that it would start sputtering and quickly die. It would start up and run for a few yards then sputter and die again. Eventually it wouldn't even start. After replacing everything from the head gasket and had the top end rebuilt to the fuel pump and even the computer we finally gave up and took it to a shop my buddy recommended. The mechanic figured right away it was the cat. I don't regret the work we did to the jeep because we basically have a new jeep now.

Does anyone know where I can get the bolt that attaches the harmonic balancer to the crankshaft because it appears that mine is not there anymore.

It does not look like the bolt is sheared off, rather that it just backed itself out, or someone forgot to put it in.
